FREE WOOD WORK PLANS

Where should I start if I want to build my own boat?
So, I want to get into boat building, but I’ve never done it before… at all. I’m fairly handy, and I’ve done a bare minimum of wood working (more like wood erecting) in tree houses and the like, but I’ve never done anything that would require finesse like this. Ideally I’d like to make a 15 or 16 foot two-sail sailboat that can sleep two for as cheap as I can possibly do it. My goal is to try to scavenge or find as many parts as I can, but within reason – I don’t want to endanger myself, and I want it to be a quality end-product. Could anyone give me a general idea of how long it would take me to build such a boat and what kind of price I could expect to pay for it? Also, I’ve looked around at different websites that sell plans. Is the first step just to purchase some plans that I like and then get to it? Or is there a place I can get free plans?
Thanks
